Terms of Service
These Terms of Service ("Terms") govern your access to and use of PayFar ("PayFar", "we", "us"), including the PayFar web app, the PayFar landing site, and the virtual card program described below. By creating a PayFar account or using any part of the service, you agree to these Terms. If you do not agree, do not use PayFar.
1. What PayFar is
PayFar is a platform that gives you a Toman (Iranian Rial) wallet inside our app, and lets you order a virtual payment card. The card itself is issued and processed by our upstream card partner ("the Card Issuer"), PayFar is not a bank and does not itself issue cards; we are the platform through which you apply for, fund, and manage a card issued by the Card Issuer under its own card program rules.
Through PayFar you can: hold a Toman balance; deposit Toman into that balance (currently by card-to-card bank transfer, matched and confirmed by our operations team, while our bank-gateway integration is pending approval); withdraw Toman to a bank account you register (by Sheba/IBAN transfer); apply for and fund a virtual card; view your card's masked details, transaction history, and (once an operator has recorded them) full card number and CVV, behind your own card PIN; lock, unlock, and manage balance alerts on your card; and refer other users through our partner program, where available.
Because card issuance depends on the Card Issuer, features, limits, card scheme (e.g. Visa), supported currencies, and card behavior are ultimately governed by the Card Issuer's own terms and operating rules, which apply to you in addition to these Terms. If the two conflict on how the card itself works, the Card Issuer's terms control for that specific point; for everything about your relationship with PayFar, your account, your Toman wallet, deposits, withdrawals, fees, and support, these Terms control.
2. Eligibility and your account
You must be at least 18 years old and legally capable of entering into binding contracts to use PayFar. You must provide accurate, current information when you register and keep it up to date, including your phone number, email, and any identity information we request.
You are responsible for everything that happens under your account, including actions taken by anyone you share your login, card PIN, or authenticator codes with. Tell us immediately (through in-app Support) if you suspect unauthorized access to your account.
We may require you to verify your phone number, email, and identity (KYC, see Section 3) before you can use certain features, and we may set or change transaction and balance limits based on your verification level, our risk assessment, and applicable law.
3. Identity verification (KYC)
PayFar operates under anti-money-laundering and know-your-customer obligations that apply to Iranian financial and payment platforms. Before we issue you a card, or once your activity crosses certain thresholds, we require identity verification, this may include your national identity information, a photo or scan of your ID, and a selfie or liveness check, submitted through the app.
We may approve, reject, or request more information for any KYC submission at our discretion, consistent with applicable regulation. A rejected submission does not necessarily mean anything is wrong with your account, we may simply need a clearer document, and you can resubmit.
We reserve the right to freeze, limit, or close an account where we cannot complete required verification, where we reasonably suspect fraud, money laundering, sanctions violations, or other illegal activity, or where we are required to do so by a competent authority.
4. Your Toman wallet, deposits, and withdrawals
Your Toman wallet is a ledger balance we maintain on your behalf inside PayFar; it is not a bank account and is not separately insured. Deposits are currently made by transferring funds, by hand, to one of PayFar's own receiving cards displayed in the app, and entering the transfer's bank tracking reference, an operator matches your transfer against the incoming funds and credits your wallet once confirmed. We do not guarantee any particular confirmation time, and we may reject a claim we cannot match to an actual incoming transfer; you will be told why, and in-app notifications are how you will be told the outcome.
This card-to-card method is a stopgap while our direct bank-gateway integration is pending approval from our payment-services vendor. We may replace, add to, or change deposit methods at any time; you will always be shown the currently available method(s) when you deposit.
Withdrawals move Toman from your wallet to a bank account (Sheba/IBAN) you register with us. Withdrawals are subject to a minimum amount and a flat transfer fee, both shown to you before you confirm, the fee approximates the real cost our banking partner charges to move funds, plus our processing cost; it is not a hidden markup. You may have only one withdrawal in progress at a time, and we may hold, delay, or decline a withdrawal we reasonably believe is fraudulent, mistaken, or otherwise improper, in which case the funds are returned to your wallet.
5. Your virtual card
You may apply for a virtual card and pay the issuing fee from your Toman wallet balance, by card-to-card transfer (reviewed the same way as a wallet deposit), or by any gateway method we make available. Card fulfillment, the point at which a real card is bound to your account, is a manual step performed by our operations team once payment is confirmed; it is not instant, and we will notify you once your card is ready.
Full card number and CVV are never generated by PayFar automatically. They are recorded once by an authorized operator after your card is issued, stored encrypted, and are shown to you only after you enter your own card PIN, a 6-digit code separate from your login password, which you set the first time you view your card. Treat this PIN like a banking PIN: anyone who has it can view your full card details.
You can lock and unlock your card, and set a balance alert threshold, at any time from the app. Locking stops purchases immediately; it does not cancel the card or refund anything already charged.
Your card is a payment instrument, not a store of value beyond what you fund it with. We are not responsible for how a merchant, bank, or card network handles an individual transaction once it has been authorized by the Card Issuer's systems.
The card operates on the card network (Visa) under the Card Issuer's program. The network or the Card Issuer may decline a transaction, restrict a card, or block it entirely under their own rules, for example after risk screening, suspected prohibited use, or a merchant dispute. Those decisions are made outside PayFar and PayFar accepts no responsibility whatsoever for a card being blocked or frozen by Visa or by the Card Issuer, including purchases that fail or balances that become unavailable as a result. If it happens, contact Support: we will pursue the matter with the Card Issuer where their process allows, but we cannot guarantee an outcome. Staying within the usage rules in Section 7 is the best protection against network blocks.
If you believe your card details have been exposed, lock the card immediately from the app and contact Support. Transactions authorized before the card was locked remain your responsibility.
6. Fees
PayFar charges fees for card issuance, card recharges, and withdrawals, shown to you before you confirm each action; we may also charge fees for other features as we introduce them. We will not change a fee that applies to a transaction after you have confirmed that transaction. We may change our fee schedule going forward with notice given through the app or by email.
7. Prohibited use
You agree not to use PayFar for money laundering, terrorist financing, sanctions evasion, fraud, or any other illegal purpose; to circumvent our KYC or limits by using another person's identity or account; to attempt to access another user's account or our systems without authorization; or to use the service in a way that violates the rights of others or applicable law, including the export-control and sanctions laws of any jurisdiction that applies to you or to PayFar's service providers.
We may suspend or terminate your account, decline a transaction, or report activity to a competent authority if we reasonably believe you have violated this section.
8. Referral and partner program
Where PayFar offers a referral or partner program, participation is governed by these Terms plus any program-specific rules shown to you when you join. We may change commission rates, eligibility, or payout terms going forward, and may withhold or reverse a commission we determine was earned through fraudulent or abusive referrals.
9. Suspension and termination
You may stop using PayFar at any time; contact Support to close your account. We may suspend or terminate your access, with or without notice, depending on the severity of the reason, if you breach these Terms, if we are required to by law or by the Card Issuer's own rules, or if we reasonably believe your account poses a risk to PayFar, other users, or our service providers. Where your account holds a Toman balance at termination and there is no legal or fraud-related reason to withhold it, we will return it to a bank account you verify belongs to you.
10. Service availability and third parties
PayFar depends on upstream providers we do not control, the Card Issuer, SMS and email delivery providers, banking rails, and payment gateways. We work to keep the service reliable, but we do not guarantee uninterrupted availability, and we are not responsible for outages, delays, or errors caused by a third-party provider's systems, by circumstances outside our reasonable control, or by network conditions beyond our infrastructure.
11. Limitation of liability
To the maximum extent permitted by applicable law, PayFar is not liable for indirect, incidental, or consequential damages arising from your use of the service. Nothing in these Terms limits liability that cannot lawfully be limited, including liability for our own fraud or willful misconduct.
12. Changes to these Terms
We may update these Terms from time to time. We will post the updated Terms in the app and on payfar.org with a new "last updated" date, and for material changes we will make a reasonable effort to notify you directly. Continuing to use PayFar after a change takes effect means you accept the updated Terms.
13. Governing law and disputes
These Terms are governed by the laws of the Islamic Republic of Iran. Any dispute arising from these Terms or your use of PayFar will first be addressed through our Support channel in good faith; if it cannot be resolved that way, it will be subject to the jurisdiction of the competent courts of Iran, without prejudice to any mandatory consumer-protection venue that applies to you.
